1. Invitation for Tender
The Central Institute of Buddhist Studies (CIBS), Choglamsar, Leh,
UT Ladakh, invites sealed tenders/quotations from reputed and eligible
manufacturers, authorized dealers, distributors, suppliers and firms
for the supply, installation, testing and commissioning, wherever
applicable, of Conservation Laboratory Materials and Equipment
required for activities of the Gyan Bharatam Mission (GBM) at CIBS.
The procurement is intended to strengthen conservation, preservation,
preventive conservation, documentation and allied activities being
undertaken under the Gyan Bharatam Mission.
2. Eligibility of Bidders
The bidder should:
- Be a legally registered manufacturer, authorized dealer,
distributor or supplier of the quoted items. - Possess a valid GST registration and other applicable
statutory registrations. - Have adequate experience in supplying similar laboratory,
conservation, archival, museum or manuscript-preservation
equipment/materials. - Submit documentary evidence of previous experience/supply
orders, wherever applicable. - Be capable of providing warranty, after-sales service and
technical support for equipment, wherever required.
3. Details to be Mentioned in the Tender
The tender shall be submitted in the prescribed format along with
all required supporting documents. The bidder should clearly mention
the following details for each quoted item:
- Technical specifications of the item offered
- Make/Brand and Model Number, wherever applicable
- Unit rate and total price
- GST and other applicable taxes
- Delivery, installation and commissioning charges, if any
- Warranty period
- Delivery period
- Details of after-sales service and technical support
The quoted rates shall remain valid for a minimum period of
60 days from the last date of submission of the tender.

5. Delivery, Installation and Commissioning
The successful bidder shall supply the materials/equipment at:

- The supplier shall be responsible for safe transportation and delivery.
- Installation, testing and commissioning shall be carried out wherever applicable.
- All materials and equipment shall be supplied in proper condition.
- Items shall conform to the specifications prescribed in the BOQ.
6. Warranty and After-Sales Service
All equipment shall be supplied with a minimum warranty of
one year from the date of successful installation/commissioning,
unless otherwise specified in the technical specifications.
The successful bidder shall provide necessary after-sales service,
maintenance and technical support during the warranty period.

8. Important Terms and Conditions
- Bidders are advised to carefully examine the detailed specifications
and BOQ before submitting their quotations. - The quoted items must fully conform to the required technical
specifications. - Incomplete bids, conditional bids, bids without the required
supporting documents, or bids not conforming to the prescribed
specifications and terms may be rejected. - The Institute reserves the right to seek clarification regarding
technical specifications, make, model, warranty or other
particulars of quoted items. - The procurement shall be governed by applicable Government of India
financial rules, procurement guidelines and institutional rules,
as amended from time to time. - The successful bidder shall comply with all applicable statutory
requirements relating to supply, transportation, installation
and commissioning. - No advance payment shall be made unless specifically approved by
the competent authority and provided for under the applicable
terms and conditions. - Payment shall be made as per applicable institutional terms and
after satisfactory supply, inspection, installation and acceptance
of materials/equipment, wherever applicable.
9. Rights of the Institute
CIBS reserves the right to:
- Accept or reject any or all tenders, wholly or partially,
without assigning any reason. - Cancel, modify or withdraw the tender process at any stage.
- Seek clarification or additional documents from bidders,
wherever required. - Increase or decrease the quantity of items as per institutional
requirements. - Reject bids that do not comply with the prescribed technical
specifications, eligibility criteria or tender conditions.
The decision of the Institute in this regard shall be final and
binding, and no correspondence in this regard shall be entertained.
